I would like to know what can be done to our board of directors who are not following any of the rules and regulations, polices, and convent’s, as well as allowing a resident to influence their decisions on what is going on the community. What recourse do we have a residents?

You might want to consider the removal of those board members. As per Ohio Nonprofit Corporation Law Section 1702.29(B), “A director may be removed from office pursuant to any procedure therefor provided in the articles or in the regulations and such removal shall create a vacancy in the board.” Beyond that, you may need to consult a lawyer.
