Ohio HOA Violating Notice Delivery Method

Question:

All I wanted to know was why this HOA does not communicate via mail. As stated within both documents (Declaration of Covenants and Code of Regulation).
As for the Code of Regulation specifically under Article Three Section 3.04 and the declaration of covenants section VII Miscellaneous I. Notices.

The only communication I have ever received via mail is for yearly dues owed.

The only way I knew of HOA meetings was over the Hilliard Green Facebook group. Whomever I spoke with via facebook messenger chat HOA, stated that a sign would be placed in front of the park. I drive nowhere near the neighborhood park. I am concerned that since the HOA only communicates via facebook group (Hilliard Green) and leaves a sign that you would need to physically pass by for their sole communication.

Do your governing documents say that the board must provide notice of HOA meetings via mail? If so, then your board is in violation of your documents. Make sure to bring up this issue with your board. They may not be aware that they are in violation. Beyond that, it is best to seek advice from a lawyer.
