Owners Paying Dues for Other HOA in Kansas?

I own a condominium in a Kansas community that also contains Townhomes. Those residents have their own HOA and management company. The condo owners have a separate HOA and management company but also must pay HOA dues to the Townhomes’ HOA. I feel this is unfair but I am asking you is this legal?
