Parked Vehicles Blocking the Sidewalk in Texas HOA

I live in Veramendi, it is located in New Braunfels Texas. I was informed that we could not block the side walk that connects to our driver way with our cars. I own three cars and every time we park in our own drive way it blocks the sidewalk. Can this rule be in forced?
