Parking on Public Streets in Washington

Question:

Are there any laws in Washington state that allow an HOA to dictate, regulate and/or enforce whether a homeowner can park on public streets? I live in a residential neighborhood with single-family homes where the streets are publicly owned and maintained. Non-community members are free to drive through (not a gated community). Several neighbors park on the street in front of their homes instead of in the driveway or garage. One neighbor has filed a complaint against multiple homeowners for this practice. I’m looking for confirmation that the HOA has no authority to ban homeowner parking on public streets in Washington state

Unless the local government authorizes the HOA, the HOA does not generally have the authority to enforce parking restrictions on public streets. However, it is worth checking your governing documents to see if they grant your HOA this power.
