Our HOA board emplemented a list of fines without letting residents vote on them . Is this allowed? One of the fines is no parking over 1 hour on the street. How are my kids and parents to come over for dinner or to visit . Come at 1 but you got to leave at 2?

If the rule change is an amendment to the governing documents, it may require consent from the homeowners as provided for in the Indiana Homeowners Associations Act Section 32-25.5-3-9. However, if it is only a change in operating rules, it usually only calls for a board resolution.
