Question:
A new rules committee was created by the board. We were recently mailed about a five-page set of new rules. Such as no longer allowed to have hummingbird feeders. Plants are limited. Size of statues on your flower bed. Some of us are wondering how a select few were able to make these rules with no input from the majority. Does this sound right? Confused in Maine.

The HOA board typically has the authority to pass resolutions and add new operating rules. If these new rules, though, require a change in the CC&Rs, then the HOA board should seek approval from the membership. Check your governing documents for more information.
