Can one member of an ARB board pick and choose who gets to vote on what issue. In other words, If most members of a board agree that something should be approved, can one member not allow those members to vote on that issue if there is no conflict of interest?

A committee member or board member generally does not have the power to block others from voting. It is worth referring to your CC&Rs and bylaws to see if there are any special provisions in your case.
