Renovation Without Membership Approval

Question:

Can the HOA spend money allocated to community on items they do not own? If the board decided to move forward with the renovation without 100% approval of the community can a board member be sued or the management company for spending the community money. Does the board need 100% approval form the residents in the community to fix things they do not own.
