Does a Home Owners Association have the ability to fine you for not attending meetings and make mandatory board service mandatory and if refused they can fine/asses you? As a side note, these are not written in any current bylaws of the association.

An HOA generally has no power to require homeowners to attend meetings and find them for not doing so. The same goes for requiring homeowners to serve on the HOA board. Both of these things are done on a voluntary basis.
