Special Assessments in Maryland HOAs

Can an HOA in Maryland use a special assessment rather than a dues increase to raise funds sufficient to be able to fund the budget for expenses. The HOA provides house painting as a service and due to poor budgeting in the past, current assessments won’t cover the cost anymore.
