Uninsurable COA in Wisconsin

Question:

What happens if your Condo Association becomes uninsurable due to past insurance claims? Does the State of Wisconsin have a insurance program that can be implemented to assist the association? If not, who can help the association?
Several insurance brokers have been contacted with no positive news as of yet.
