Unpaid HOA Dues on Vacant Lot in Tennessee

I was looking to inherit a vacant lot located in Lakewood park in Manchester tn. I was told by the office personnel that the owners owe past due HOA fees. Can this company charge HOA fees on a property that is vacant and has restrictions of camping only?

It is possible that the previous owner of the property had unpaid HOA fees. It is also possible that the lot, while vacant, is currently owned by someone who has outstanding HOA fees. Check property records for more information on the history of the property and whether or not it really belongs in an HOA.
