Am having hoa issues. There has been broken sement, when it rains or when snow melts, water falls into the broken sement and seeps under and is damaging my garage walls. Had gotten an estimate, sent it to the hoa president, have not heard back from them. Had asked for the bylaws due to changing insurance on my mortgage and they have not responded. I am getting ghosted. Who do I get ahold of or get in touch with to resolve this?

If your HOA board is not responding to your concerns, you should first make sure to exhaust all forms of communication. Call, email, or approach them personally. Check your bylaws as well to see if there are any remedies you can take. You should also attend board meetings so you may raise your concerns there. If your HOA has a community manager, you can take your complaint to them.
Of course, you should also make sure that the HOA is responsible for the broken cement you are concerned about. Perhaps your governing documents show that the responsibility falls upon the individual owners, such as you.
