Are both non-profit HOA monthly and annual meetings considered public or private? My understanding is that they are yo be considered private and if private, can the meetings be video recorded, etc?

Annual and board meetings of HOAs in Utah must be open to all homeowners/members. As for video recordings, it depends on your governing documents. Check your CC&Rs and bylaws to see if you are allowed to capture the meetings on video.
