What Is the Difference Between the HOA and the Board?

Is the Board of Directors different from the Homeowners Association? What if you don’t have a Board of Directors, can you just run the development with the Homeowners Association? If you only have the Homeowners Association, can they also operate as the Board of Directors? Please advise.
