What Law Gives Members the Right to Inspect HOA Records in CA?

HOA has declined to provide the current CC&R enforced by the HOA and the amended Articles of Incorporation. Several members requested the governing documents in writing. HOA board saying that a new CCR is pending. Last amended CCR was filed with County Recorders in 1998. No other CCR filings on record. What laws have the board violated?

In California, members have a right to inspect and copy certain records of the association. This right, including any requirements and which records are subject to review, is outlined under Sections 5200 to 5240 of the Davis-Stirling Act.
