For Fair Housing violations, you may file a complaint with the Antidiscrimination and Labor Division’s Fair Housing unit. You may also try submitting a complaint with the Utah Attorney General’s Office here, though it is unclear whether the office handles HOA-related matters. Currently, there is no separate government agency regulating homeowners associations in Utah.
