Hi Susan,
You should check your governing documents for guidance on this matter. Your bylaws or CC&Rs should be able to tell you who can and can’t join HOA committees. Generally, though, residents are allowed to join committees, even those who don’t appear on the deed (though the rule for tenants may be different).
