In our bylaws and declarations/covenants, it does not address who is allowed to make a motion during the annual board meeting.
Can a homeowner make a motion and/or second a motion or must it be a board member?

Hi Lisa,
In general, a member who has a right to participate and vote can raise and second motions. As such, if it is a decision that is up to the board, then only board members may make motions. However, if homeowners are also voting on the matter, homeowners may make and second motions. It also depends on the type of meeting. In annual membership meetings, anyone with a “general membership” may make and second motions.
