Xeriscaping in Colorado HOA

We are building a new home in Wolf Ranch Community in Northern Colorado Springs. We paid a lot premium of 20k to get a bigger backyard for our kids and dogs. The builder will just put rock in the backyard and a couple plants (Included in house) I have come to find out that everyone is only allowed 225 sqft of Artificial Grass. I asked why we paid 20k for double the rock because it is dead space to us and i said we should be allowed double (450 sqft) since our lot is double. They are refusing to bend. I thought HOA in Colorado can not limit Zero-Scaping. I dont know how to fight this or what to do.

Colorado HB21-1229 prohibits homeowners associations from banning drought-tolerant landscaping materials. However, the bill still allows HOAs to regulate them. Make sure to check your governing documents to see if you should be allowed double the size of artificial grass and to know what your options are.
