Sounds like you need a social committee. We have one and they do all sorts of things! Aside from the usual party planning, we also do round tables (sort of like open forums) and an idea exchange gathering. They also run our social pages, and we have monthly participation activities there. Sometimes, they organize a friendly online contest – like asking people to come up with a funny caption for a photo. There are no actual prizes except for featuring them in our newsletter.

In addition to the suggestions above, you should also revamp your social media pages. Make sure they all align and look cohesive. Looks can go a long way. People are gonna want to engage more if they feel like the HOA is being managed properly, and that comes with good aesthetics as well.
