    Sounds like a tough situation. Since you’re only a resident/homeowner in the HOA, you don’t really have a lot of powers when it comes to governing the actual HOA. As far as I know, you can request to see vendor contracts but the HOA is not always required to supply them (depends on state laws and your declaration). That being said, the only real solution I can see you making here is to run for a position on the HOA board. That’s really how you can make any real changes. Of course, I don’t know when your next elections are supposed to happen, so it may take a while before you can run for the board anyway.

    If your HOA does get sued because of a fallen tree branch or something then the HOA would need to pay for defense. And yes that means the money is going to come out of the association’s funds which are funded by the homeowners including you. Unfortunately this is a reality for many associations and it’s not one I see changing any time soon. Hope you get this resolved OP.
