Our entire HOA board just resigned and we are at a loss on how to proceed. Can anybody help shed some light on this?

Your bylaws should tell you what to do next. Normally, resignations are followed by appointments by the board. But if the whole board resigned at once, then you might need to conduct a new election. The election committee will be responsible for organizing everything.

Unfortunately, we don’t have an election committee.

Have you checked the laws in your state? Sometimes, state law will tell you what to do. Check with a lawyer as well. If there is no board and nobody wants to take over, you might be able to petition the court for a receiver. But that opens a whole different can of worms (receivers aren’t always good for the HOA).
