If private roads, the repair cost may be more than the HOA funds can handle. In my community the cost, via special assessment, would be nearly $10,000. I’m just saying you need to investigate why the board may not be moving forward. After several owner complaints the board presented the special assessment to a vote, per CC&R. It did not pass . . .
