Filing an HOA Complaint in Oklahoma

I have an issue with my HOA that does not maintain the common areas in my specific area surrounding my home which is also the common run off of drainage and natural creek that merges with this run off. They have done nothing for years to prevent the erosion of the property or maintain it. We mowed it ourselves for nearly 8 years and now they claim its not accessible and cant be cared for. They ran last year and are currently running this year with no elected officials. I requested minutes but did not receive them nor answers to my questions. Funds have been raised every year since we bought the property. Disparaging remarks were made at the last meeting about how a disabled homeowner couldnt be the President as well as unprofessional conduct by the only 4 other attendees of the meeting out of 34 homeowners. How do I file a complaint with my state, Oklahoma, over the HOA that has no management or justly elected officers but continue to send me a bill stating that they will charge interest for past due fees.
