The HOA here is Matilija Canyon Properties Ltd. I cannot get them to enforce the by-laws and rules clearly stated in our CC&Rs. I have a neighbor who is allowing a homeless camp on his property. I have written to the board many times and they do nothing except tell me that they have written letters to the partner.
This and other problems continue on year after year. How can I get the board to enforce the rules of our community?

The second option is to take legal action against the HOA. Of course, this is a time-consuming and expensive route. Plus, there is no guarantee that you will win the case.
