If the street in your subdivision is public, there is not much an HOA can do outside of asking local law enforcement for help. Local law enforcement may be able to make more frequent patrols, post stop signs or speed limits, or even install a traffic enforcement camera in the area. For private roads, check your association’s bylaws and CC&Rs to understand the authority of the HOA with regard to speeding. You may be able to impose fines for speeding violations if that is within the powers of the HOA as per your governing documents. If you’re unsure, it’s best to seek an attorney for further advice on this matter.
