An unfinished HOA community in southwest Houston has one homeowner feeling worried and disappointed. Filled with debris and trash, the neighborhood is but a shadow of its former self.

 

Unfinished HOA Community an ‘Eyesore’

Leawoods is a community off of West Orem Drive currently under construction. The problem is construction suddenly halted in August 2020 and has yet to resume, leaving unfinished homes and sidewalks. Apart from that, all sorts of trash and debris litter the community.

“This is an eyesore,” Damian Barnes, a homeowner, told local news. “This is horrible. We shouldn’t have to live like this.”

Barnes contacted the community’s homeowners association to complain about the situation and safety issues. However, the HOA has yet to respond to him.

“It just makes the neighborhood ugly,” Barnes, who moved to the neighborhood in 2018, said. “We had so much potential.”

Barnes remembers the neighborhood looking beautiful back when he first moved in. He also recalls feeling excited about having a home in his hometown. Now, that excitement has turned into disappointment.

 

Why Construction Stopped

CitiTrend Homes LLC is the neighborhood’s developer, while Lea Homes is the builder. And according to an investigation by ABC13, construction ceased due to an internal disagreement between CitiTrend Homes LLC and Lea Homes.

In August 2020, Lea Homes filed a lawsuit against CitiTrend Homes for a breach of contract. Lea Homes demanded a payment of nearly $500,000 for the construction of lots and roads in the community. When CitiTrend refused to pay, construction halted.

As per the developers and builders, the court will reach a resolution within the following month. Depending on the ruling, CitiTrend will either continue developing Leawoods, or a new developer will take over the project. Either way, it is a sigh of relief for Barnes.
