    The way I see it, interest is your chief issue here. Maybe you should tackle that first. Do a survey, host some get-togethers so people can get acquainted… use all the tricks you have to get people talking.

    Ignoring your quorum requirement is just about the worst thing you could do right now. The quorum requirement is there for a reason. If you break it, none of the things that take place at the meeting are considered valid. If you run into this issue frequently, might I suggest revising your CC&R’s to lower the quorum requirement?

    While Gideon is right, if there is nothing in the state laws or bylaws preventing the delinquent homeowner from running, I don’t see how OP can stop them. Best thing to do is advocate NOT to vote for this person so they don’t win. Better yet, maybe OP can challenge the person and run for president as well? ^_^ Then once your president, change your bylaws!!!

    This is my first time here but I wanna share the ways we used to lower our expenses: 1) We reexamined our contracts with our vendors and found that some of the services weren’t really important. So we cut those out and renegotiated a better price. 2) We put off a lot of the projects that weren’t very urgent – clubhouse renovations, meeting room improvements, etc. 3) Among the improvements that we did keep was to replace our irrigation system with a smart one. It uses much less water and energy, so you’ll save money in the long run. 4) Energy is one of the most expensive utilities, so we replaced all our lighting fixtures with LED ones. 5) As a way to increase revenue without increasing dues, we started renting out common facilities like our clubhouse and pool areas to residents who need a venue for parties, gatherings, etc. Worked wonders as we were fully booked for many weeks when we first started!     First of all, if your clubhouse has such a rule, there should be a sign outside. How are guests supposed to know they’re not supposed to park overnight? Even residents can’t memorize all the rules! Second, you absolutely have a right to inspect the documents. You’re not even asking for confidential records here – they’re GOVERNING DOCUMENTS. The board should grant you every access to them. Finally, as Serena said, you have a solid case here. If they still don’t allow you to view the documents, you should warn them that you’ll be taking legal action. The board could be breaching their fiduciary duty.

    Best to check your state laws. Here in Arizona, homeowner’s associations can’t raise dues by more than 20% per year without a vote. And $200 is definitely well within that margin.

    I believe this contribution represents a new owner “buy-in” to the HOA’s reserve account to equalize the contributions made by older owners over the years. It is a rather large amount for this purpose; I believe $500 or so is more common. Ask for a payment plan that you can afford.
